Cause that file technically is a crack file, and it’s missing should be the consequence of being erased by the antivirus app / windows defender. So the solution should be either do the whole thing again from the extracting part with your windows defender and antivirus app off or download that missing file and put it where it should be.
However, you say that you turned off them off from the beginning and you also couldn’t replace that file, then I really can’t help more :((

try to change the date on your PC and select 2019, I don’t know if it’s gonna work or not, cause when I searched this error on google it only appeared the install 1.0.3 because when this update was released, many people faced this problem.

Cause this is a big game so the crack won’t be smooth, I read about this and many people had faced this problem. Solutions I found:
1. Change your date to year 2019.

3. “Well, first you need to unplug your net (ethernet wire/cable) or unplug your modem so all connection to the web is cut off. Simply blocking the game with your firewall won’t work, at least not Windows Defender. Also, you will have a hell of a hard time getting MyCareer to work. It took me like 2 hours of retrying to get it to work once and it ended up going back to eternal loading on another loading screen after I played it till I saw Natalya.”
If these don’t work then I’m afraid that I can’t help you anymore, but don’t be sad, this is a common fault :((
